Hayek’s The Road of Serfdom, in reference to the notion of the “unintended consequences.” The idea of unintended consequences, postulates, as an answer to the problem of “order” that even though the actions of individual human beings are carried out on their intentions, they will have some consequences that were not intended by any of these individuals, is taken as a reference point because both Polanyi and Hayek use this idea as an important ingredient of their social theories. However, it is argued in the paper firstly that the idea of unintended consequences cannot fulfil its promise, namely to explain the social order, especially in Hayek’s case. In Hayek, it remains essentially a mere abstraction and reduces to a functional argument based on the “representative individual” whereas in Polanyi it was conceived in terms of interactions between individuals who belong to different sections of the society, and thus it is helpful in presenting the institutional strains and contradictions of capitalism on a more concrete level. But, secondly, it is argued that it is not the differences in the use of the idea of unintended consequences per se but the difference between the respective visions of these two thinkers, concerning human beings and freedom, which actually constitutes the essential, unbridgeable gap between their social theories. Veblen and H. A. Simon criticize mainstream economics that explains economic behavior on the basis of utility and profit maximization. In fact, the explanations given by neoclassical economists depend on the hypothesis of rationality of individuals. According to Veblen and Simon, neoclassical theory is incapable of explaining the real functioning of the markets and proposing solutions to economic problems. For them also, the rational economic agent doesn’t always represent real people acting in real economic markets. But, Veblen and Simon has ambition to describe an alternative economic agent more similar to real people. To do it, for them, the main condition is to accept that economic agents behave also respecting their habits. Veblen and Simon makes, the individual who act economically according to their habits that are shaped by personal and social motives, the subject matter of their theories. Abstract: To end the debate on the foundations of mathematics Hilbert attempted to axiomatize mathematics with formalist method. In the same period, physicists who reached to the limits of experimental progress applied the same method to quantum physics. In 1930’s Wald and von Neumann in 1950’s Debreu implemented similar techniques on economics through the General Equilibrium Theory. In this process both of the physics and economics began to use high abstraction level mathematical methods like topology and group theory instead of differential equations. In this study it is assumed that it was inevitable that the economics followed evolution in mathematics and physics. Also it is emphasised two approaches that limits and being alternative to Hilbert’s formalism respectively. First one is the computable mathematics, which was originated by the studies of Gödel and Turing that show limits of formalist axiomatic approach. Second one is the Brouwer’s intuitionistic philosophy that claims mathematics, created by time bounded human mind have to use an algorithmic method. In this framework for economics, potential of using high algorithmic content computable mathematics is discussed. Telecommunications networks became more significant as a result of the increase in demand due to intensification of financial transactions in the 1970s. Network has a use value rooted in its crucial role in channeling financial operations and an exchange value as a target for profitable capitalist investment. State policies transformed as a response to the changing use and exchange values of these networks. I propose an historical and comparative perspective for analyzing government policies toward infrastructure networks. This framework has two theoretical bases. First is the transition sociology of critical political economy. Second is the historical sociology of World Systems Perspective. I employ these two perspectives to analyze determination of use and exchange values of telecommunications networks and prioritizations of telecommunications policies in different periods in core-periphery countries and Turkey.
